The Community Health and Safety Division of Public Health Behavior Solutions (PHBS), provides multidisciplinary, cognitive, and evidence-based public health and injury and disease prevention research, programs, training, policy development, and services to patients, communities, organizations, academic institutions, and governmental agencies.

COGNITIVE-BASED INTEGRATIVE PROGRAMS
Cognitive-based Integrative (CBI) programs are cognitive-based models to reduce risk-taking behaviors among children, adolescents, and adults. The CBI programs incorporate cognitive neuroscience, occupational therapy, and public health approaches to provide skills that empower individuals and families to reduce exposure to injury risk and promote healthy lifestyles. CBI programs are classes that can be individual/group, hospital-based, judicial, school/community, college, and faith-based youth diversion programs. CBI programs contribute to the meeting Healthy People 20230 Objectives, and Substance Abuse and Mental Health Services Administration (SAMHSA), Strategic Prevention Framework (SPF).  The following are the neuroscience-based models are the basis on the validity of the CBI programs:
  • Neurodevelopmental Protective Pathway Model (NPPM): The NPPM describes the developmental factors that predispose teens to risky behavior and identifies the most critical time to implement behavioral interventions to reduce risky behavior (DeCarli, J, 2009).
  • Self-Motivated Transformational Choice Model (SM-TCM): The SM-TCM includes a combination of the NPPM, Emotional Re-activity Change Model (ERCM) described below, Health Belief Model and the Transtheoretical Model to help provide the necessary skills to move an individual through each stage of behavior change so one can more effectively achieve their personal goals. The SM-TCM helps individuals to understand how their choices in life can be influenced and provides the necessary skills to help modify these behaviors (DeCarli, J, 2009)
  • Emotional Re-activity Change Model (ERCM): The ERCM is a self-administered tool to help modify how the brain responds in situations, to help the individual maintain control and learn how to respond rather than to react. The ERCM is applied after the participant has obtained the skills from the Self-Motivated Transformational Choice Model (SM-TCM). The ERCM promotes sustainable behavior changes through neuroplasticity (DeCarli, J, 2008).

Smart Choices Parenting
 is a Cognitive-based Integrative (CBI) affiliated class, designed for parents. Children learn from our actions as parents, behaviors, and the environments we create for them. As parents, we also want the best for our children, their choices, and their future. This program provides parents with the knowledge of how the adult and teen brains develop and provides practical behavioral tools, that can significantly enhance parenting practices. By understanding brain development, parents can model positive behaviors and create a nurturing environment, ultimately reducing adolescent risk behaviors and supporting their children's growth.

Prevention and Vaccine Promotion is a "Cognitive-Based Integrative Model for Enhancing Vaccine Uptake" to improve vaccination rates and promote healthy communities during and post COVID-19.

SPICA CAST CAR SEAT LOANER PROGRAM
Spica Cast Car Seat Loaner Program and Services for Children in Spica Casts (CSLP): A Nationwide and Global Hospital-based Program. The CSLP is a resource for the International Hip Dysplasia Institute (IHDI) to help address a service gap. With 1 in 100 infants requiring treatment for DDH, and between 16.5 and 28 fractures per 100,000, according to the Pediatric Orthopedic Society of North America - POSNA, children are often discharged from hospitals that do not have special needs car seat loaner programs which can put this vulnerable child passenger at injury or fatality risk. The CLSP fills the gap between medium and large hospitals reducing hospital liability while providing a community benefit service by keeping children safe.

Community Benefit Programs for Hospitals and Providers. Community Benefit programs are evidenced-based services and programs developed for hospitals and healthcare providers to promote the physical and emotional health, safety, and wellness of patients in under served communities.

PRO CAR SEAT SAFETY
Pro Car Seat Safety (PCSS), established in 2015, is a National Highway Traffic Safety Administration (NHTSA) certified mobile child passenger safety, care seat installation/educational service that provides home services, including telehealth throughout the
United States, Alaska, Hawaii, Guam and U.S. Territories of Guam American Samoa, the Commonwealth of the Northern Mariana Islands, and Puerto Rico. PCSS specializes in a peer-reviewed, evidence-based Behavioral Skills Training educational approach to provide expecting parents, and parents with newborns at hospitals or in-home educational services. The program has been scientifically validated to ensure that parents and caregivers acquire the critical complex skills to install, test, and use their car seat correctly, and retain and sustain these skills, reducing critical misuse, a common public health problem. PCSS also provides train-the-trainer education and programs to hospitals, law enforcement, and judicial training, and continuing education credit training to over 35,000 certified Child Passenger Safety Technicians nationwide.

NATIONAL TELEHEALTH CAR SEAT CALL CENTER
National Telehealth Car Seat Call Center and Service
 (Providing service 24/7, throughout the United States, including Alaska and Hawaii, and Northern Mariana Islands, Guam, and American Samoa). This includes applied Behavioral Skills Training and a cognitive-based educational approach to reduce misuse to contribute Toward Zero Deaths as part of the USDOT National Roadway Safety Strategy (NRSS). We collaborate with NHTSA, National Safety Council and other local partners to provide occupant protection services and strategic planning with strategic highway safety plans. ​

RECREATIONAL VEHICLE AND CHILD PASSENGER SAFETY WORKING GROUP
The Recreational Vehicle and Child Passenger Safety (RV-CPS) Working Group
was established to study the safety of transporting children in recreational vehicles (RVs).  The purpose is to collaborate with traffic safety regulatory and enforcement agencies, and child passenger safety educators, to provide evidence-based recommendations to parents, and caregivers, on the safety of transporting children in RVs, and to inform policymakers.

GLOBAL RESCUE SERVICES - PARTNERSHIP
For those experienced travelers, planning a backpacking, overland road trip, or by sea or other water body,  having proper gear and knowing how to use if is essential for not only enjoying your trip but for safety as well. Our research organization, Public Health Behavior Solutions, has partnered with Global Rescue, a Global Rescue Company. They are a leader in travel services since 2004. They offer comprehensive medical, security, travel risk, and crisis management services, both domestically and internationally, through teams of critical care paramedics, physicians, nurses, and military special operations veterans. Their mission is straightforward: to be there when it matters most, a helpful resource.
